Ethical Issues in Resource Allocation Term Paper
Ethical Issues in Resource Allocation - Term Paper Example 45). During the resource allocation in medical assistance, we should be able to satisfy two main ethical criteria. I should be able to be cost effective to the limited resources that are used in the health care facility where I will make sure that I am able to utilize the available resources to maximize the health benefits of the patients that I serve. By using the cost effectiveness analysis of the available alternative health intervention measures, I should be able to consider the respective costs and benefits to determine the efficiency of these intervention measures. The ethical issue here is deciding whether, after I take such considerations in to account, I will be able to give the same quantity of the health benefits in the future. I will manage to use the CEA to be able to analyze the benefits of using such interventions and be able to help the patients in the future. An outstanding example is where I have to decide on using a program that might save one hundred people now or decide on another that will help save two hundred people at a later date. The second program will save a lot of people, but on applying a three percent discount rate to the lives that will be saved in the future; they will be an equivalent to 78 of the lives that can be saved at the moment. Hence, I will choose to use the first program that will save the one hundred people at the moment (George 56). The ethical requirements are like expectations which I am supposed to achieve on a regular basis in this profession. I have to use the ethical principles to depict the greatest moral standards and behavior in the health care profession. Whenever I face any form of ethical dilemma, I always find a method to enable me to consult and get guidance from the people who work with me. They have guided me into being able to develop my professional skills in the health care sector. I have managed to create healthy relationships with my patients that are therapeutic in nature. The medic assistant needs to follow the ethical conduct regulations in order to become a successful professional in the health care sector. He /she has to work with other health care service providers in order to be able to treat and provide quality health care services to patients. Medical assistants are required to have good, quality and moral values that will oversee the values succeeding in the health care sector. Some of the moral values that I have had to use included the following: first of all, I have had to take my primary responsibility to being the health, welfare, safety, and the dignity of all the patients whom I help. Secondly, I have had to promote and appreciate the diversity value. Thirdly, I have had to treat every person that seeks the health care attention equally without having to be bias to anyone. This has helped foster my dignity, and it has created a level of trust in my patients. Fourthly, I have had to create and uphold my levels of confidence in the course of health care pro vision and all that pertains to the practice. Fifthly, I have had to assess my personal ability and any kind of limitations; by doing this, I see where I make mistakes and am able to correct these mistakes and change for the better. Sixthly, I have been able to add the level of my knowhow and practicing skills so that I will be able to create and achieve all forms of health care practices.

The investigation of RTF virus Essay Example | Topics and Well Written Essays - 2000 words
The investigation of RTF virus - Essay Example The individuals affected by this virus hesitate to come forward and test themselves. Due to this, the organizations like WHO are unable to help the people affected by this virus. People affected by RTF are unwilling to co-operate with these organizations and this in turn leads to a situation where the affected lose their lives. This is due to the undiagnosed situation and the negligence of the patients. WHO is one among the voluntary health organizations that assist and guide people to overcome and prevent themselves from diseases. This organization also helps the people affected by deadly virus and diseases and helps them in recovering. These organizations get the help and assistance from philanthropists and they provide treatment for people who suffer from poverty. In spite of the initiatives from WHO, people are reluctant to approach them and seek medical help. Lack of awareness is the major problem and it leads to various severe consequences. WHO creates awareness among the people and this makes them aware of the diseases. These organizations are ready to spend money to cure these diseases and to prevent people from getting affected by these diseases. Once people get affected by this virus, they can approach the health centers that provide treatment for this disease. WHO cannot find the people affected by this deadly virus. ... To conduct such study and survey, the support and co-operation of the public is the important requirement. If the public does not support and them, it will be difficult for these voluntary organizations to help the affected. As people hesitate to reveal that they are affected by RTF, the treatment becomes a problem. The hesitation is due to the cultural factors. The sexual behaviors and acts depend on the culture. People follow their culture and they are reluctant to change according to the prevailing situation. This leads to various problems and the affected people fall as victims to death. The culture is an important factor that decides the people's behavior in the society. The culture and its activities does not allow them to Come forward if they are affected by RTF. The patient's do not approach any medical centers to get them tested. Even a primary test can reveal their illness and will prove whether they are affected by RTF. Since it is a sexually transmitted disease, people have more hesitation and they do not want others to know about their illness. This is due to the cultural influence and it worsens the current situation. The medical centers guide the infected people and this helps them to recover soon. WHO is the best organization that serves the public and it is one among the voluntary organization that helps the people affected by deadly diseases. Theoretical Issues As a culture expert I must decide on the investigations and early tests that would reveal the number of people affected by RTF. Preliminary tests should be conducted to find out the number of people affected by this virus. Once the numbers of people are known, it is easy to detect the people who are

Napoleon was successful because his enemies were incompetent Essay Example for Free
Napoleon was successful because his enemies were incompetent Essay Napoleon was successful because his enemies were incompetent and divided. How far do you agree? Napoleon was one of the most successful military leaders Europe has ever seen; his leadership of the French army saw him control much of continental Europe. Napoleons enemies did give him a great advantage during his success through their incompetence and divisions. However the weaknesses of Napoleons opposition was not the only reason why he was so successful. One must also look at other reasons to why Napoleon had so much success. Napoleons enemies had old-fashioned, slow and immobile tactics when fighting Napoleon, this made it easier for Napoleon to defeat them, as his army was quick and mobile. This inability to produced new tactics was exposed at the Battle of Ulm in 1805. The Prussians were fighting Napoleon, they were slow and immobile, and as a result lost 45,000 men, Napoleon was able to easily expose their immobility. Napoleons enemies showed were divided and not united together as they failed to join together and forge a successful alliance against Napoleon. The Second Coalition of 1799 is an example of their incompetence to join together against Napoleon. It was between Britain, Russia, Austria and the Ottoman Empire. However it was made up of a series of separate alliances, which meant there was no single aim. Soon there was political fallout between Russia and Britain over Malta, which meant the coalition was effectively disbanded. The fallout allowed Napoleon to interfere and get Russia on side, and then bully Austria into the Peace of Luneville. Although it can be seen that Napoleon was successful in divide and rule as he was able to split the allies and forge a separate alliance, this failed coalition also shows the incompetence of Napoleons enemies to united against him. Napoleons enemies also saw him as infallible and this meant they would enter a battle against him with fear and often gave him too much respect. Evidently Napoleons enemies incompetence and divisions did play a part in his success, they had poor tactics and could not unite against him. However in order to analyse how far his enemies incompetence and divisions led to Napoleons success, one must also look at other factors which led to Napoleons success. Napoleons himself and his leadership of the French army is a key reason for his success. When Napoleon took command of the French army, he reorganised it and took lead of the whole army himself. The army was divided into corps of 25,000 to 30,000 soldiers, which increased the armies mobility. Napoleon controlled the whole army and decided every move on the battlefield. This along with the mobility of the army, allowed him to make fast decisions and his army were able to respond quickly. To increase speed and mobility Napoleon also introduced living off the land which meant his soldiers carried a limited supply of food and clothes and were encouraged to loot as they marched. This meant his men could travel from 12 to 15 miles a day. In another effort to increase mobility Napoleon also used horse artillery. Napoleon had great qualities as a military general; he would formulate a general plan of action before any battle and calculate all the possibilities. He did this at Austerlitz in 1805 to great effect. He engaged the Russians, but kept a large reserve, which allowed him to roll to victory. Napoleon was also a quick thinker and was able to improvise by using his mobile army to take advantage of enemy mistakes. This can be seen at the Battle of Ulm in 1805, where he improvised by making a quick decision to send marshal Murat in pursuit of the Austrians, which reduced their numbers from 70,000 to 27,000. Napoleon possessed great charisma. Wellington said of him his presence in the battlefield is worth an extra 40,000 men. He would fight alongside his men, which inspired his men and gained him respect. He did this at the Battle of Austerlitz in 1805, when times got hard for his soldiers. He also used emotional, theatrical language in his Daily Bulletins, to inspire and arouse the passions of his troops. This ability to inspire his troops meant he got the best out of his men at all times, increasing his chances of victory. Napoleon also understood the importance of paying his men in coin money as appose to paper money, as it did not depreciate in value. He also allowed them to loot as they conquered new lands. This boosted morale as his soldiers were payed well and it also meant they respected him. Napoleon would also play to his strengths, and as he had a weak navy, he never fought naval battles. Another skill of Napoleon was his ability to incorporate other peoples tactics into his own army with great effect. For instance he took military thinker Guiberts tactic of mixed order (a combination of lines and columns of men), and incorporated it into the army. It had a great impact as it increased mobility and meant they were less vulnerable and predictable. Although it was not his idea, Napoleon did incorporate into his army to great effect. Evidently Napoleons military skills and leadership of the French army was another reason for him been so successful. He possessed great skills such controlling the whole army, planning ahead and improving to take advantage of enemy mistakes. He was also brilliant at getting the best out of his troops through his charisma and incorporating other peoples tactics to great effect. Another reason that must be analysed in order to establish why Napoleon was so successful is the strength of the French army he inherited when he came to power. Due to conscription introduced in 1793 before Napoleon was in power, the French army was by far the largest in Europe. By 1805 it consisted of around 600,000 men. This was an obvious a great advantage to Napoleon, it enabled him to change the nature of warfare to levee on masse. The size of the army allowed him to surround enemies as he did at the twin battle of Jena-Auerstadt where by surrounding the Prussians, made them face on the wrong way when battle began, as a result they lost 45,000 men. Napoleon was also able to take huge losses himself, as on average he took on 73,000 new conscripts. Napoleon also inherited the experienced soldiers that had fought in the Grande Armee during the French revolution; these men were of great value. So evidently Napoleon was assisted in his success, as he inherited a huge army, which gave him the edge against the smaller, weaker armies of his enemies. So although Napoleon was assisted by the incompetent and divided nature of his enemies, other factors also had a great contribution in his success, particularly his military skills and leadership. Without possessing great skills he would have not been as successful. It was his skills, which allowed him to take advantage of the weakness of his enemies, and the army he inherited and as a result have so much military success.
Electronic Project Management System Project in Construction
Electronic Project Management System Project in Construction Introduction Construction is one of the most complicated industries in the world. It engages in many kind of industries and processes to complete the building project. Therefore, construction also needs to use project management methodology to manage the project. Nowadays, information technology is a very useful tool to help the business. Construction also use much information technology to helping in the building processes, therefore, a construction company would like to implement a electronic project management system to manage the building processes. In this electronic project management system project, it would like to choose the PRINCE2 instead of PMP for the project management methodology. We would like to compare those methodologies and suggest the most suitable one for the similar case in construction industry. We have many project management methodologies in the world but it is difficult to choose one for special project. We will use PRINCE 2 to compare with PMP in several areas. Prince 2 ââ¬Å"PRINCEâ⬠is a project management methodology and it is stand for PRojects IN Controlled Environments (PRINCE). PRINCE2 is the second version of this methodology and it is a registered trademark of the Office of Government Commerce (OGC) of UK. PRINCE2 is widely in use by UK government and other company in UK. PRINCE2 is a structure project management methodology for different kind of project, not only for Information Technology. Pmbok ââ¬Å"PMBOKâ⬠also is a project management methodology and it is stand for ââ¬Å"Project Management Book of Knowledgeâ⬠. PMBOK is a guide of best practice in a project and it is published by PMI (Project Management Institute). PMBOK is widely in use in the world but not only in US or North America. PMP (Project Management Professional) is a well known certificate for the PMBOK. You could use PMBOK standard in different kind of industry that runs a project. Project Life-cycle based versus Knowledge Area based In PRINCE2, it has clearly defined the project life-cycle in eight main processes as follows, l Starting up a project (SU) l Directing a project (DU) l Initiating a project (IP) l Managing stage boundaries (SB) l Controlling a stage (CS) l Managing product delivery (MP) l Closing a project (CP) l Planning (PL) Each of the main process has its sub-process and totally in 45 processes with their own documentation. Compare with PRINCE2, PMBOK has discuss in nine functional based knowledge area rather than use project life-cycle, l Project integration management l Project scope management l Project time management l Project cost management l Project quality management l Project human resource management l Project communications management l Project risk management l Project procurement management Each of the knowledge area has its sub-process and totally in 42 processes. It seems PRINCE2 has well defined the project life-cycle than PMBOK. PRINCE2 has defined easy to follow procedure, checklists and hints for project manager to use through the project life-cycle. PMBOK mainly discuss the skills, tools and techniques in the nine knowledge areas. In PRINCE2, the project life-cycle is not starting from the needs or feasibility study. In PRINCE2 manual stated ââ¬Å"Most of what in PRINCE2 terms will be stages will be divisions of ââ¬Ëimplementation in the product life span.â⬠Therefore, PRINCE2 is more likely to be implementation methodology than project management methodology. PMBOK recognize any projects needs the assessment and feasibility study before the project start. It is more likely is a project management methodology. Documentation In PRINCE2, it has heavily on documentation. PRINCE2 has described thirty-six standard management documents such as plans and reports that are involved through the whole methodology. Acceptance Criteria, ââ¬Å"A definition in measurable terms of the characteristics required of the final product(s)for it/them to the customers and staff who will be affected.â⬠It seems to be provided by the project management team and written during the project starting and it should be a mandatory documentation in the project. Communication Plan, ââ¬Å"To define all parties interested in the project. It contains a description of the means and frequency of communication between them and the project team.â⬠It is a document stated all interest parties, what information is required, how often is the communication and the method. It is to be provided by the project management team and written during the project starting for future as a communication roadmap. End Project Report, ââ¬Å"This report is the Project Managers report to the Project Board (who may pass it on to corporate or programme management) on how well the project has performed against its Project Initiation Document.â⬠This report should provided by the Project Manager and written during the Closing a Project stage. Also, it is a mandatory document in the project. Issue Log, It is use to record all issues raised in the project those need to take attention. It may include any concern in the project or any requirement out of the project scope the need of the change of scope. ââ¬Å"Project issues may be raised by anyone associated with the project at any time.â⬠In PRINCE2, the issue log is a mandatory document in the controlling project stage. It should has access control and kept in a safe place Lesson Learned Log, ââ¬Å"To be a repository of any lesson learned during the project that can be usefully applied to other projects.â⬠It should be written at the closing stage of the project and it may be a mandatory document to act as a ââ¬Å"Learning Libraryâ⬠for future use. Project Mandate, ââ¬Å"The information in the Mandate is used to trigger Starting up a Project(SU). It should contain sufficient information to identify at least the prospective Executive of the Project Board and indicate the subject matter of the project.â⬠It should come from the Project committee that can approve the cost, the project and any resources. It also is a mandatory document in the project starting stage. Except the ââ¬Å"Lesson Learned Logâ⬠, those documents are not discussed and mentioned in the PMBOK. It seems PMBOK is discussing on the project management skills and techniques more than the documentation. Schedule And Planning In PRINCE2, it is more focus on the project goal or objective to be delivered and the quality. It is using some common techniques or tools such as Gantt Chart, Pert Chart or any other method in the Planning (PL) stage. PRINCE2 introduce several steps in the planning stage. Firstly, create a Product Breakdown Structure (PBS). Secondly, write down the Product Description. Finally, create the Product Flow Diagram. PRINCE2 has provided examples and defined clearly in each step what is the project manager should do. It has provided an easy to follow instruction for the project manager to manage the project. In PMBOK, planning is a general skill in the project management. It also applied to each project phase and through the whole project life-cycle. Also, PMBOK will use Gantt Chart or Pert Chart for the project planning and tracking. However, project planning in PMBOK always discussing in different knowledge areas and it seems across and integrated through the whole project. Control In Project Management In PRINCE2, according to the materials, control is talking about the decision making by the project management team. It is targeting to produce the project goal, fulfill the defined project quality condition, meet the project schedule, cost and resources planned and to deal with any crisis it may rose in the project life-cycle to complete the project. As mention at above, it is the responsibility of the project manager. PRINCE2 has defined very clearly between ââ¬Å"Toleranceâ⬠, ââ¬Å"Contingencyâ⬠and ââ¬Å"Change Controlâ⬠. ââ¬Å"Tolerance is the permissible deviation from a plan without bringing the deviation to the attention of the next higher authority.â⬠Tolerance for the project manager is needed because there has no any project will run as hundred percent as planned in the world even the project manager with a good plan. ââ¬Å"Contingency, in PRINCE2 terms, is a budget including the time and money set aside to carry out a contingency plan which will only be invoked in a linked risk actually occurs.â⬠Contingency plan is needed in the project because the any project has some critical accident issue to cause the project fail. ââ¬Å"Change Control, the control of change means the assessment of the impact of potential changes, their importance, their cost and a judgmental decision by management on whether to include them or not.â⬠[14] In any project, change is inevitable but it need to under control and approved to ensure the project could meet the schedule and budget. IN PMBOK, control is discussed in several knowledge areas. As change control, it is discuss in ââ¬Å"Project Integrated Managementâ⬠Like the schedule and planning, control is always to be discuss in the several knowledge areas through the whole project life-cycle. Conclusion As a project management methodology, PRINCE2 and PMBOK have very different approaches for project management. It is because both methodologies serve in different areas. Therefore, they cannot directly to do the comparison. PMBOK, it demonstrates the best method for teaching the project management skills and techniques in each knowledge area, but it did not provide an effective guidance or examples for running a project. Compare with PMBOK, PRINCE2 use a project life-cycle base method to demonstrate its methodology is difficult to judge in each knowledge area. After the study of PRINCE2, its most likely to serve as customer vs supplier situation. In the PRINCE2s book, it has been pointing out the project will be running for a customer instead of a self manage situation. That means PRINCE2 is basically use to running a outsource project by the vendor more than running a project by the project sponsor. As describe in the book of PRINCE2, it also has an assumption the project is running for a customer with only one vendor. In the reality of construction management, it always deals with multiple vendors and the coordination or responsibilities are more complex than the example in the book. Compare with PRINCE2, PMBOK is more likely to run the project by the project sponsor rather than outsource to external vendor. It is because the book of PMBOK is written from the point of view of the project sponsor rather than the external vendor. Furthermore, PMBOK has discuss much in human resource management, financial management or procurement management more than PRINCE2. As this papers topic, it is talking about a construction company would like to implement an electronic project management system for construction project. Of course, construction company always in running a construction project. Therefore, project management skills and techniques are their professional and specialty. Although, construction company is a specialist in project management, they are only professional in building project but not software implementation. Since, construction industry is a complicated industry and almost all building project is outsource and subletting to their subcontractor. Therefore, the electronic project management system also needs to deal with different kind of supplier and processes. In the case, the heavily and robust documentation system of PRINCE2 may help to write down all necessary information about the software project. Moreover, outsource and subletting already has best practice in construction industry, it is an easy task for the construction company instead of running the project by themselves. So, PRINCE2 is most prefer to use as the software project management methodology in the construction industry. Bibliography 2005.Managing Successful Projects with PRINCE2.2005 ed. A Woman Behind the Wallpaper :: essays research papers
A Woman Behind The Wallpaper.â⬠Analyzing a literary work, I have always considered setting of the story to be primarily for a reader to picture the events more vividly. However, recently I have discovered that setting often plays an important role in the development of the plot and characters of the story. Besides time and place of a literary work, setting can include social, psychological or spiritual state of the characters. Therefore setting of the story is capable of not only creating a certain atmosphere, but also help characters change, come to a realization of something, or behave a certain way. The setting of the short story by Charlotte Perkins Gilman ââ¬Å"The Yellow Wallpaperâ⬠has a direct influence on the development of the plot and the main character of the story. à à à à à ââ¬Å"The Yellow Wallpaperâ⬠introduces a reader to a young lady, suffering from a major depression. She is prescribed a ââ¬Å"rest cureâ⬠, so her husband, a physician himself, rents a house ââ¬Å"a colonial mansion, a hereditary estateâ⬠for them to stay in during the summer. In the very first paragraph the author uses an element of gothic fiction, as the narrator declares that she feels ââ¬Å"something strange about the house.â⬠She describes the house as gorgeous place, except for a spacious, full of light room on its upper floor. The room her husband insisted them to stay at. The narrator assumes it has been as nursery before as ââ¬Å"the windows are barred for little children, and there are rings and things in the walls.â⬠Its yellow, partially stripped off, wallpaper is the true object of the narratorââ¬â¢s frustration, disgust, and hatred. She describes its color as ââ¬Å"repellent, almost revolting: a smouldering unclear y ellow, strangely faded by the slow-turning sunlight. It is a dull yet lurid orange in some places, a sickly sulphur tint in othersâ⬠She also claims that the wallpaper has a particular smell that follows her everywhere. It ââ¬Å"is like the color of the paper! A yellow smell.â⬠à à à à à Another aspect of setting introduced in the story is the emotional state of the narrator. There are numerous clues given in the story that reveal that she is in the state of disharmony with herself and the role of a housewife she is forced to play by her husband and the society of that time. She is unhappy with her marriage and her position in the family.

Effects of Underage Drinking on Society Essay -- Alcohol Regulation, Y
Underage Drinking Anyone who is below eighteen years of age is considered as underage and laws in many countries prohibit such a person from consuming alcohol. Alcohol happens to be the most commonly abused drug not only among the youth but also among adults. This paper explores underage drinking, its effects on the society and outlines what can be done to curb it. Young people are considered to constitute the largest number of alcohol consumers and they account for a large portion of alcohol sales. This is despite the strict drinking laws that govern many countries as regards alcohol purchase and consumption. Underage drinking, which has been on the increase, is allegedly the major cause of alcohol-related problems facing the modern society. The most severe effects of adolescent drinking include drunk driving that leads to accidents and even death, violence, poor performance in school, addiction, poor relationships and damage on adolescent brain development among others (Bonnie and Oââ¬â¢Connell 58). The society is to a great extent affected by these effects through deaths and lost productivity among the youth. This has become a challenge to the society and government, which has been accused of doing nothing about this menace. Weak personal character, bad social states and poor cultural settings are some of the major factors that are belie ved to be behind underage drinking. Bad character among adolescents is a major factor behind underage drinking and it is caused by the personal beliefs and attitudes of the young adults towards alcohol, defiance, low commitment towards personal objectives and undue interpretation of freedom (Komro and Toomey 2). The lack of principles and autonomy, which help the youth to say no to illicit beh... ...wn to a personal decision on whether one should or should not consume it as others will still do even if all these interventions were to be put in place. The strategies above can therefore not guarantee an end to underage drinking but they can give significant and sustained reduction in adolescent drinking if efficiently implemented. Is it true that Adolf Hitler is the son of Rizal Essay
This is absolutely absurd, but since some fairly educated people actually want to believe it, I write this column. The argument is that Rizal had a German connection, he studied in Heildelberg, and being the Pinoy Don Juan he probably sired a son (why not a Daughter?) who later turned out to Adolf Hitler. Hitler was born 1889, and Rizal left Germany in 1887. Unless Hitler was a delayed baby, that is highly improbable. Although there is no resemblance between the two, it is argued that unlike the tall, blond and blue-eyed Germans, Hitler wanted to propagate into the ââ¬Å"master race,ââ¬â¢ Hitler himself was small of stature had dark hair and dark eyes. I would counter this argument by explaining that, contrary to popular belief, Hitler was Austrian not a German. But then Rizal visited in Austria in May 1887 and according to Rizalââ¬â¢s traveling companion, Max Viola, he did spend a night with an unknown Austrian woman. Viola remembers that they were billeted in the Hotel Metropole, Vienna and Rizal ââ¬Å"â⬠¦encountered the figure of a temptress in the form of Viennese woman, of the family of the Camelliasor Margarite of extraordinary beauty and irresistible attraction, who seemingly had been expressly invited to offer for a moment the cup of mundane pleasure to the apostle of the Philippine freedom who until the had enjoyed among his intimates the fame worthy of his glorious namesake, St. Joseph. With the exception of this case I knew of no other slip of Rizal during more than six months of our living together.ââ¬
